The consistory of Salou decided in the municipal plenary of October 31 to freeze taxes and municipal taxes for 2019. In addition to this measure, which has an intention to ensure budget stability and maintain the quality of the services provided by the City Council to the citizen, it was agreed to create a paper to study the phenomenon of housing for tourist use.
The Councilor for Finance, Antoni Brull, said that the government intends to continue with a policy based on the principles of efficiency and determination of the necessary expenses that citizens demand, but without this implying a decrease in the quality of the provision of services. the municipal services.
Among the measures that have been approved, the freezing of the real estate tax - despite the 2% increase in the CPI - highlights the equalization of single-parent families to large families for the purpose of bonuses to the rates of provision of public services; the Value Added Tax for Urban Land will not be applied if there is no increase between the purchase and sale value; the bonus of 75% of the quota for habitual residence and non-application of fees in the files of changes of ownership of an activity license; the bonus of 100% of the classic vehicles, in the tax of vehicles of mechanical traction (IVTM); the promotion of employment in permanent employment contracts. Bonuses in the tax on economic activities (up to 50% bonus) or, for example, the bonus for the rate of provision of home help to people in situations of social risk and situations of dependency.
This point has received the support of CiU and PSC; the vote against ERC, PP and Ganamos; and the abstention of Citizens.
Motions
The institutional motion presented by all the municipal groups of the City Council of Salou to create a report on the study of the reality of tourist housing (HUT) in Salou, has received the support of all the municipal groups.
The approved proposal urges to create a transversal political-technical paper that studies the activity and the reality of the houses of tourist use in the municipality (legal and illegal), and will be formed by a councilor of each municipal group, the councilor of management of Territory, the Councilor for Activities and the Councilor for Tourism; besides municipal technicians of the corresponding departments. According to the motion, this body to conclude with a diagnosis of the reality of the HUT the municipality.
At this point the mayor, Pere Granados has made clear that "since the activity of the HUT is an economic activity, should be treated as such, and therefore, based on the studies that come out of the paper created, modifications will be proposed regulations to the existing regulations of the autonomic and state jurisdictions ".
The group of Citizens has also presented a motion on the prevention of addiction of minors in betting and requests the elaboration of a campaign of awareness to the minors from 12 years of the negative consequences that entails the abuse of the bets among the young people and the convenience of moving away from these harmful habits. The motion has received the favorable vote of Ciudadanos, PSC and 7 councilors of CiU; and the abstention of ERC, PP, We won and a councilor of CiU (1).
Other points
Regarding other aspects that have been reported to the plenary has been the appointment of Councilwoman Julia Gómez, as vice president of the Municipal Tourist Board.
Another point has been the ratification of the agreement of the Local Government Board to approve the signing of the addendum to the 2016/2019 program contract for coordination, cooperation and collaboration between the department of work, social affairs and families and the City Council in matters of social services, other programs related to social welfare and equality policies for the 2018 and 2019 years. This point has received the support of all the groups (CiU, PSC, Ciudadanos, PP, ERC e Ganamos).
As for other aspects related to welfare and social services, the collaboration agreement between the City of Salou and Sorea, regulator of measures against energy poverty and economic vulnerability has also passed.
